The Vanguard West Project involves the large-scale serial fabrication and assembly of 92 offshore wind Transition Pieces (TPs) at the Lamprell Energy Limited facility. The scope focuses on executing high-volume, factory-style manufacturing, utilizing advanced automated dimensional control and automated rolling/assembly lines. Key deliverables include overseeing black steel fabrication, sequential installation of structural weld attachments, and rigorous non-destructive testing (NDT) to meet strict UK offshore wind compliance standards.

RESPONSBILITY:

• Implement the Project Quality Plan and ensure the effective implementation of the Contractor's Project Quality Management System and fabrication procedures at the LEL yard to ensure all project activities are compliant with project specifications.
• Implement the Fabrication / Construction Surveillance Program to confirm that all welding, fit-up, and assembly activities are compliant with project specifications.
• Develop and execute Fabrication Surveillance Plans for production line activities, identifying key inspection interventions and witnessing critical hold-points.
• Implement quality control over welding processes, including the monitoring of welding procedure qualifications, qualification of welders, control of welding consumables, and close surveillance of welding and NDE activities.
• Monitor welding KPIs and repair metrics, identifying corrective actions and implement technical training programs to remedy poor performance and eliminate planar weld defects.
• Managing and coordinating site inspection resources to conduct surveillance inspections across fabrication lines and workshops, optimizing inspector coverage across shifts to maintain project throughput.
• Lead regular fabrication and production quality meetings with the project team, subcontractors, and client representatives to monitor progress, address resource constraints, and resolve critical technical quality issues arising.
• Implement Deficiency & NCR Management processes to ensure that fabrication non-conformances and documentation discrepancies are identified, recorded, investigated, and resolved to maintain compliance with project requirements.
• Implement Quality Reporting processes to monitor fabrication quality trends, reporting process risks, documentation gaps, and welder performance metrics directly to the Head of Quality and PMT.
• Ensure that inspection records, material traceability, and NDT reports are progressively maintained in a database aligned with the completion management system for a smooth final handover.
• Review and verify NDT reports, quality control procedures, and technical documentation to eliminate sequencing and clerical errors, ensuring strict compliance with procedural standards.

• Implement the Project Quality Plan and ensure the effective implementation of Contractor’s Project Quality Management System and procedures at the Fabrication yard and Construction Site(s) to ensure that all project activities are compliant with project specifications.
• Implement the Fabrication / Construction Surveillance Program to confirm that all construction activities are compliant with project specifications
• Develop Fabrication / Construction Surveillance Plan for each construction activity identifying key inspection interventions.
• Implementing quality control over welding processes including monitoring of welding procedure qualifications, qualification of welders, control of welding consumables, surveillance of welding & NDE activity, monitoring welding KPIs and identifying corrective action to remedy poor performance.
• Attending regular Fabrication \construction meetings with Contractor and subcontractors to monitor progress and review and resolve quality issues arising.
• Managing inspection resources using client-approved Site Inspection Service (SIS) agencies to conduct surveillance inspections at construction site(s) and offsite facilities such as workshops.
• Conducting Flawless Quality training programs and Welding training programs in conjunction with Contractor to eliminate common defects.
• Conducting regular site walk-throughs with construction site management team to highlight quality and safety issues and identify areas for improvement.
• Ensure that inspection records are maintained in a database that is aligned with the completion management system to ensure a smooth handover to commissioning.
• Reviewing and approving Vendors Inspection & Test Plans, quality control procedures and testing procedures.
• Ensuring the provision of inspection resources using client approved Third Party Inspection Service (TPIS) agencies to conduct vendor surveillance inspections.
• Ensure that inspection records are maintained in a procurement database.
• Implement Deficiency & NCR Management processes to ensure that deficiencies and non-conformances relating to vendor procurement are identified, recorded, investigated and resolved to maintain compliance with project requirements.
• Implement Quality Reporting process to monitor vendor quality performance; and to communicate and report on vendor quality performance, issues and risks, and developing trends to Head of Quality and PMT Procurement team.
