Job Responsibilities.

• Provide professional, timely, and accurate guidance and support in HSE matters to the project Senior Executive.
• Represents management during safety inspections of the job site by clients and regulatory authorities.
• Ensure that construction activities are in compliance with the Contractor HSE Plan and adhere to local regulations.
• Review and advise on the contractor's HSE plan, MSRS, HSE procedures, emergency plan, traffic management plan, and other relevant submissions.
• Verifies that agreed safety standards, applicable client requirements, and local regulations are enforced by the contractor.
• Takes a proactive approach in resolving potential hazards at the work site.
• Prepare and maintain the HSE record, and track the number of incidents, and produce reports.
• Issue a site observation or NCR report to the contractor for noncompliance with safety procedures and requirements.
• Ensure site cleanliness, and implementation of the waste management plan.
• Monitor contractors' activities to ensure compliance with Client HSE requirements.
• Receives, reviews, and distributes safety inspection reports, with recommended corrective actions.
• Coordinate with the client HSE representative, and submit the required reports.
• Arrange weekly HSE meetings and site walkthroughs, and ensure the participation of construction management.

Project Title: Infrastructure works and construction of 500 precast villas (villa construction, sewerage, storm drainage, gas network, road crossing ducts, potable water, irrigation, low and medium voltage cable, telecommunication, road pavement, street lighting, distribution substation, monitoring control center works, hard and soft landscape, and park construction work).

Job Responsibilities:

• Reviews the contractor's HSE plan, method of statement, and risk assessments for upcoming work, and provides technical assistance to the safety planning process.
• Identify and evaluate the unsafe environment and practices.
• Monitor and track safety systems by using computer systems and spreadsheets.
• Measure and audit the effectiveness of hazard control programs.
• Ensure the construction activities are being performed according to the approved contractor's HSE plan, ADOSH (OSHAD SF), and applicable client HSE standards and practices.
• Reviews and advises on safety requirements in the Method Statement and Activity Hazard Analysis (AHA)/Risk Assessment.
• Issue safety inspection reports, with recommended corrective actions.
• Conduct site safety inspections on a daily basis, report, and document the noncompliance and good practices as per the reporting system.

Project Title: Runway 13-31 Resurfacing and Airfield Improvements at Al Bateen Executive Airport.

Scope of work: (Runway construction, airport boundary wall construction, installation of cameras, FOC, power cable laying, and security office construction.)

As a Consultant HSE Engineer, I was responsible for overseeing all Health, Safety, and Environmental (HSE) aspects of the project on behalf of the client.

Project Overview:

Client: Dubai Electricity and Water Authority (DEWA).

Project Location: Dubai Desert Conservation Reserve (DDCR), Dubai.

Project Title: ASR Project (Aquifer Storage and Recovery).

Job Responsibilities:

• Monitoring the project contractor's compliance with project requirements, local safety regulations, and the contractor's own SH&E plan.
• Undertaking daily visual inspections, reporting issues, and submitting an observation report to the Contractor via the project reporting system. Follow up on the close-out of the same with the contractor.
• Check that all agreed SH&E standards and applicable SH&E regulations are observed.
• Check that site security, fire, first aid, and welfare facilities and procedures appropriate to the work are provided and adequately maintained.
• Assist in the investigation of all accidents and dangerous occurrences, and report in accordance with the client requirements and DEWA procedure.
• Check that all agreed SH&E standards and applicable SH&E regulations are observed.
• To coordinate safety meetings and to attend progress meetings with the client and other stakeholders.
• Review the hazard analysis, risk assessment plan for all key activities, and monitor the effectiveness of hazard control measures, job safety plans, and work method statements at the site, and carry out HSE visits and report to the resident engineer for immediate rectification.
