Dr Martin Carkett

• As a Director at Consulum, Martin leads a team of consultants providing strategic counsel to government (and quasi government) clients on strategy, policy and government communications; particularly relating to financial, economics and financial markets for sovereign wealth fund clients in the MENA region.

• Led a team of senior policy advisors in advising the former Prime Minister of the United Kingdom, and other frontline politicians, on domestic (UK) policy, strategy and communications with specialisation in health and finance policy.

• Supported global TBI teams to provide advice on strategy, policy and delivery to client governments around the world.

• Managed team of senior policy advisers leading on the design and delivery of the UK government's inaugural Sovereign Green Bond issuance.
• Advised the Chancellor of the Exchequer on the significant financing challenges resulting from COVID-19 and supported ministerial negotiations with the Bank of England on interventions to support exchequer liquidity and market functioning.
• Led on the design and delivery of the UK's second Sovereign Sukuk (Islamic fixed income instrument) issuance, leading a global team across HMG and external partners.

• Managed team of six policy advisers leading work to agree a £4 billion settlement with HM Revenue and Customs at Spending Review 2019.
• Led negotiations on EU Exit settlements for HM Revenue and Customs 2017-18 to 2019-20, totaling over £700 million of new funding.
• Delivered over ten fiscal event measures, raising more than £2 billion of additional exchequer revenue from tackling fraud, error and debt in the tax and tax credit systems.
