Led the procurement transformation initiative for Aldar that aimed to strengthen the supply chain of the construction sector:

1. Executive Counsel Task force to identify challenges and recommendations in the construction sector.

2. Supply Chain Risk Management - specific task force for COVID-19.

3. Establishing the framework agreement principles for construction materials.

4. Automation of procurement processes and led the Implementation of SAPAriba Suppliers Management Module.

5. Creation of the contents of the Periodic Suppliers Forums at Aldar.

6. Creation of the Aldar benchmarking dashboard for price, cost and specifications comparison.

7. Setting with the CPO the vision, mission and overall procurement objectives and KPIs.

8. Build the whole strategic procurement function processes and assure that followed practices are value added to the overall procurement maturity.

The strategic procurement is one of departments under the procurement center excellence. The current roles and responsibilities:

Cost Estimation :

• Spearhead the function to ensure adequate levels of support are provided at all stages of projects, including:
• Commercial review, analysis and cost benchmarking of Tenders, Work Orders , cost plans and budget preparation.
• Ensure database entries are accurate, up to date for comparison.
• Build-up new rates from first principals (labour, plant, materials) as and when required and record in database for future reference by the team.
• Collaborate with Commercial Contract team to monitor and review data compiled in the projects contracts database, including contract values and variation orders.
• Coordinate with project teams to review sizeable VOs and update database accordingly, identify cost, budget and schedule impact of proposed changes and communicate to relevant team to incorporate changes in plan.
• Build dashboards that ease price and cost comparison.
  

Strategic Sourcing:

• Spearhead the function to ensure adequate levels of support are provided at all procurement stages of projects, including:
• Develop and review Pre-Qualification of consultants, contractors and service providers and classifying them based on their expertise and other set criteria.
• Adopt strategic sourcing for typical products/goods required on Aldar Projects
  
• Market research for adequate and innovative design and solution.
• Ensure integration with Department of Economy for vendors approved activities as approved in their trade license.
• Implement Abu Dhabi Municipality new activities and Classification.
• Spearhead Performance evaluation automation process.
• Conduct periodic study on ALDAR spend analysis as per category and vendor.
• Develop Procurement innovation process to promote engaging with start-ups and SME in technologies that optimize costs and provide competitive edge.
  

• Develop and maintain more than 20 R&D Agreements and Partnerships processes and activities for ADNOC Group, including its Operation Companies in Exploration, Development & Production and Gas Management.
• Reviewd agreements and agreement proposals from ADNOC and potential or existent partners for conformity to contract requirements and determines acceptability and assist in negotiation of contracts and amendments.
• Developed partnerships process (including required agreements) and acted as liaison between entities and ADNOC Legal.
• Participated in implementation of ADNOC’s R&D strategic guidelines and processes in order to achieve ADNOC’s R&D objectives.
• Prepared market intelligence benchmark along with MI consultants to position R&D programs and guide investment.
• Conducted review on Master Technology Agreements under ADNCO Upstream Concessions and recommended technology opportunities.

• Establish and implement performance management system improvement process that leads to positive and measurable impacts in strategic sourcing process across ADNOC group companies.
• Established and led Strategic Supplier Performance Management (SSPM) process for key Strategic Supplier across ADNOC group companies.
• Generated Procurement Performance dashboard, conducted performance review and peer review with international partners to identify areas of improvement.
• Involved- as required – in commercial performance related issues of ADNOC’s Group such as processes re-engineering, compliance with procurement planning, tendering, inventory or other commercial guidelines.
• Shared best practices that enhance cost effectiveness and processes efficiency across ADNOC Group Companies.
• Developed competency programs for commercial people at different levels with coordination with training departments.
• Managed strategic suppliers’ relationship along with ADNOC Group Companies in strategic/critical contracts.
• Identified more than 30 M USD/ Annum savings through managing key suppliers performance. .

• Manage Drilling and Well Completion services tenders as per Company policy, processes & procedures.
• Formulate strategy and award recommendation of low to high value (500K USD to + 300 MM USD) contracts for Bundled/ Integrated Drilling Services
  
• Lead Cost optimization task for drilling services contracts.
  
• Present recommendations to Tender Board, senior management and shareholders’ to obtain approvals.
• Review scope of work/supply and ensure its clearly in stating the requirements.
• Prepare and compile Invitation to Tender (ITT) documents for tenders issued directly by the Department.
• Review and negotiate the contractual deviations in bidders’ proposals considering company’s lawyers’ recommendation.
• Develop and prepare price schedules in line with agreed contracting strategies.
• Conduct commercial bid evaluations and recommend award proposal considering total cost of ownership.
• Draft contract documents, interpret contractual obligations and assist in the administration of approved contracts
• Handle claims and conflicts resolution as per company’s procedures.
• Establish and implement insurance administration within the projects in collaboration with Finance and Legal Departments.
• Prepare management status reports.
• Visit the offshore sites for exposure and customer relationship improvement.
• Participate in commercial processes and business development initiatives (Such as: Reduction of tendering cycle time, development of Contracts engineer training book (CAMS – Competency Assurance Management System), Technical SOW improvement)
• Manage a team of contracts experts for drilling and well completion services during acting manager assignment period.

• Manage Engineering Projects tenders (mainly EPC) as per Company policy, processes & procedures; low to high spend projects (2M to +100 M USD).
  
• Present recommendations to Tender Board, senior management and shareholders’ representatives for project tendering and award strategies to obtain approvals.
• Formulate the Tender Strategy including the potential bidders’ lists based upon the existing data regarding contracts maintained in a data bank and ensure pre-qualification status.
• Review scope of work/supply and ensure it is well structured and clearly stating the requirements.
• Prepare and compile Invitation to Tender (ITT) documents for tenders issued directly by the Department.
• Review and check ITT documents prepared by consultants (PMC. EPCM).
• Review and report the contractual deviations in bidders’ proposals. Participate in commercial bid evaluations.
• Negotiate prices, commercial and contractual outstanding issues with bidders.
• Develop price schedules/pricing module and payment schemes in line with agreed contracting strategies.
• Study and evaluate claims and change order requests in accordance with contractual obligations and advise on appropriate measures.
• Visit the offshore sites for projects follow-up and customer relationship enhancement.
• Improve commercial processes and business development initiatives.
• Coach and mentor UAE young engineers for their career development and integration

worked with the committee as Project Based volunteer ; in a specific project for female integration at ADNOC sites.
