Led the procurement transformation initiative for Aldar that aimed to strengthen the supply chain of the construction sector:

1. Executive Counsel Task force to identify challenges and recommendations in the construction sector.

2. Supply Chain Risk Management - specific task force for COVID-19.

3. Establishing the framework agreement principles for construction materials.

4. Automation of procurement processes and led the Implementation of SAPAriba Suppliers Management Module.

5. Creation of the contents of the Periodic Suppliers Forums at Aldar.

6. Creation of the Aldar benchmarking dashboard for price, cost and specifications comparison.

7. Setting with the CPO the vision, mission and overall procurement objectives and KPIs.

8. Build the whole strategic procurement function processes and assure that followed practices are value added to the overall procurement maturity.

The strategic procurement is one of departments under the procurement center excellence. The current roles and responsibilities:

Cost Estimation :

  • Spearhead the function to ensure adequate levels of support are provided at all stages of projects, including:
  • Commercial review, analysis and cost benchmarking of Tenders, Work Orders , cost plans and budget preparation.
  • Ensure database entries are accurate, up to date for comparison.
  • Build-up new rates from first principals (labour, plant, materials) as and when required and record in database for future reference by the team.
  • Collaborate with Commercial Contract team to monitor and review data compiled in the projects contracts database, including contract values and variation orders.
  • Coordinate with project teams to review sizeable VOs and update database accordingly, identify cost, budget and schedule impact of proposed changes and communicate to relevant team to incorporate changes in plan.
  • Build dashboards that ease price and cost comparison.

Strategic Sourcing:

  • Spearhead the function to ensure adequate levels of support are provided at all procurement stages of projects, including:
  • Develop and review Pre-Qualification of consultants, contractors and service providers and classifying them based on their expertise and other set criteria.
  • Adopt strategic sourcing for typical products/goods required on Aldar Projects
  • Market research for adequate and innovative design and solution.
  • Ensure integration with Department of Economy for vendors approved activities as approved in their trade license.
  • Implement Abu Dhabi Municipality new activities and Classification.
  • Spearhead Performance evaluation automation process.
  • Conduct periodic study on ALDAR spend analysis as per category and vendor.
  • Develop Procurement innovation process to promote engaging with start-ups and SME in technologies that optimize costs and provide competitive edge.

  • Develop and maintain more than 20 R&D Agreements and Partnerships processes and activities for ADNOC Group, including its Operation Companies in Exploration, Development & Production and Gas Management.

  • Manage Engineering Projects tenders (mainly EPC) as per Company policy, processes & procedures; low to high spend projects (2M to +100 M USD).
  • Present recommendations to Tender Board, senior management and shareholders’ representatives for project tendering and award strategies to obtain approvals.
  • Formulate the Tender Strategy including the potential bidders’ lists based upon the existing data regarding contracts maintained in a data bank and ensure pre-qualification status.
