Summary

A bilingual Management Consultant with 20 years of experience in the MENA region, advising senior government officials and the C-suite on areas spanning business transformation strategies, strategic planning, digital transformation management, program & project management and process re-engineering.

Hala has joined Ernst & Young (EY) in 2007 as a junior consultant and is currently a Director in EY’s MENA Consulting Practice.

Based in the UAE, Hala is leading the sales and delivery of multi-million Complex Transformation Programs, establishing Program Management Governance and developing Strategies for the UAE federal and local Government and Public Sector.

Prior to Joining EY, Hala worked as a Project Manager for a donor funded project, and as a Trade Information Manager for the European Commission, based in Jordan.

Strategy & Target Operating Model design engagements:

  • Developed a five-year Transformation Strategy, Target Operating model and established a central Transformation Execution Governance capability, for a GCC Customs Authority.
  • Developed a Transformation Strategy and Roadmap for a GCC Immigration and Border Management Agency.
  • Led the development of the Abu Dhabi Sports Strategy, Target Operating Model and Roadmap.
  • Developed strategic and business planning guide along with an initiative prioritization and capital allocation framework for a UAE Oil and Gas Company.
  • Led the establishment and pilot implementation of a Strategic Partnership Framework for a Government and Public sector entity.
  • Led the design of an IT Operating Model for an Energy client.


Transformation Management and PMO setup and Operations engagements:

  • Led the Digital Transformation Program implementation including over 14 projects for a UAE federal government entity, with a team of 8 resources, providing program governance, reporting, stakeholder management and quality assurance services.
  • Established and led the Program Management Office for the implementation of a custom-made core business solution for a Pensions government entity.
  • Led the review and redesign of a Technology Target Operating Model for a Nuclear energy entity covering Information Technology, Operational Technology and Cybersecurity functions.
  • Led a Managed Services Transformation Program in the capacity of a Program Director for an Energy Company.
  • Stood up and led the operations of a Transformation Management Office for a multi-million Digital Transformation Program (System Implementation) for a Federal Government Entity.
  • Led the design and establishment of the Enterprise Portfolio and Program Management Office for a local government entity in Abu Dhabi, including the implementation of Microsoft PPM tool.
  • Established and managed the Project Management Office for the delivery of a multi-million Customer Experience and Digital Transformation project, for a GCC Ministry of Interior.

Led the Financial Operations Results Project, a project funded by the Middle East Partnership Initiative under the umbrella of the US Congress. The project aimed at bridging the gap between financial institutions and Small and Medium Enterprises (SMEs) and facilitate SMEs’ access to finance.


My role included:

Oversaw the development of a financial planning and credit scoring application.

Developed marketing and media coverage content.

Led the development of the project website.

Devised and executed the training plan for SMEs and Bankers.

Recruited trainers on financial management.

Drove the business development efforts to recruit training participants from the SMEs and Banking sector.
