AS A CONTRACTOR’S PROJECTS CLOSEOUT MANAGER AND DLP MANAGER

Presently, I am working in the Main Contractor as Projects Closeout and DLP Manager with interface with the Projects Site, Quality

Department, Contracts Department, and Commercial Department from October 2021.

As a Projects Closeout Manager and DLP Manager, I am responsible for overseeing the closeout process of our projects, ensuring that all project deliverables are completed, documented, and properly transitioned to the client or stakeholders.

My role involves coordinating with project teams, subcontractors, and vendors to gather and compile all necessary documentation, conducting quality assurance on deliverables, and ensuring compliance with contractual requirements and industry standards.

MY DUTIES AND RESPONSIBILITIES

I develop and implement closeout procedures and guidelines.

I coordinate with project teams to gather and review project documentation.

I conduct quality control checks on project deliverables.

I ensure compliance with contractual requirements and industry standards.

I compile and organize all necessary closeout documentation.

I verify completion of all project tasks and activities.

I manage the submission and approval process for closeout documents.

I coordinate with subcontractors and vendors to obtain necessary closeout documentation.

I resolve any outstanding issues or deficiencies identified during closeout.

prepare and present closeout reports to stakeholders.

I finalized all project activities completed across all phases of the project to formally close the project and transfer the completed

project as appropriate.

I lead a team of Defects Coordinators to manage a range of internal and external resources in the resolution of defects.

Act as the key point of contact in Development for coordinating the resolution of defects in the defects liability period (DLP).

Responsible for maintaining a positive customer experience and excellent defect service in DLP.

Oversight of all defects across schemes in DLP to understand trends and inform future design.

AS A CONTRACTOR’S QAQC ENGINEER/ MANAGER:

I have worked with the Contractor from August 2019 to 26 Aug 2021 for the Government School project as the QAQC Focal Point during Construction until Closeout.

•Reviewing subcontractor Method Statement (M.S), Inspection and Test plans (ITP)

•Conducting off-site inspection at Subcontractor/ supplier facilities.

•Deployment of the Quality Management & Control program for the project.

•Establishing (with Project Manager) Process Objectives, Targets, and Key Performance Indicators

•Monitoring and reporting on KPI’s

•Technical Process and System Audits on Subcontractors and off-site facilities against the ITPs and Method Statements

•Issuing, administration, and close out of Corrective Action Requests

•Reviewing quality-related trends, proposing improvement measures

•Staff training

•Management of QA/QC team

•Preparation of QA Reports, review of Weekly QC Reports, and QA/QC Reports

•Liaison with Consultants

AS A CONSULTANT’S QA/QC ENGINEER:

I have worked with Al Suweidi Engineering Consultants Bureau LLC (Abu Dhabi) for 3 years. from Aug 2016 until 27 April 2019, and my major tasks are as follows:

• QAQC Engineer for the construction of 3 government schools in Abu Dhabi.

1. ADFS Construction of MBZ School in Abu Dhabi

2. ADFS Construction of Al Falah School in Abu Dhabi

3. ADFS Construction of Shakhbout in Abu Dhabi

• Project Closeout Engineer for 3 government schools in Abu Dhabi.

• DLP Engineer (Defects Liability Period)/Consultant Representative for 5 government schools in Abu Dhabi.

• My additional tasks: I am assisting the Resident Engineer at the site for everyday work

• I am assisting the Musanada PM during BCM Internal Audit and Third-Party Audit.

• I am conducting the Second Party Audit for the Contractor.

• I am conducting an Internal Quality Audit for other portfolios of Al Suweidi; like Housing and Infrastructure.

MY DUTIES AND RESPONSIBILITIES

• Review and evaluate the applicable codes, standards, and specifications based on the project's requirements.

• Participate in Management Review Meeting. Prepare minutes of meetings.

• Review and monitoring of the Project Quality Plan implementation and its compliance with the specific project requirements, technical specifications, and the applicable codes and standards. Document review sheets shall be prepared for each of the site-related QA&QC documents.

• Review all site material inspection acceptance and non-conformance reports (NCR).

• Handling NCR, surveillance issues, and keeping track of records.

• Monitoring RFI (Request for Inspections) status and supporting the Site Manager in daily coordination

• Review, approval, and monitoring of the implementation of the Inspection and Test Plan (ITP).

• Review and approval for field QC documents like Request or Inspection, Field Inspection & Testing Report Forms, etc.

• Review and approval of test procedures.

• Review & approval of material and equipment storage and preservation procedure.

• Review of QA/QC involvement in the Method Statement and Job Safety Analysis/ RiskAssessment

• Review and keep up to date on Punch list status.

• Review of Calibration Certificates.

• Organizing QA/QC Training program.

• Planning, organizing & leading the periodical AUDIT (as per ISO).

• Attend daily, weekly, and monthly meetings.

• Establish direct communication with Contractor’s QM

• Stay informed about changes in regulations and standards, and ensure that the project complies with all applicable laws and regulations.

• Oversee the QA/QC aspects of project closeout, ensuring that all documentation, punch list items, as-built documents, and final inspections are completed satisfactorily. Facilitate the smooth handover of the project to the owner.

AS A CLIENT’S QA/QC ENGINEER:

I have worked with Musanada as a QAQC Engineer from Oct 2014 to Aug 2016, and I handled;

• Education Portfolio for 13 schools, ADFS Phase 5 in Abu Dhabi and Al Ain

• FM Facilities Management Works Inspection, Healthcare Portfolio for 9 hospitals & clinics in Abu Dhabi, Al Ain & Western Region, Minor and Special Needs Portfolio, and

• Technical Evaluation of Contractors and Consultants for New Projects.

MY DUTIES AND RESPONSIBILITIES

• Supervise and guide Consultant’s QAQC, technicians, and other staff.

• Assure the reliability and consistency of installation by checking processes and final output during scheduled site visits.

• Report all non-compliance to the Client’s Project Manager to ensure immediate action.

• Facilitate proactive solutions by collecting and analyzing quality data.

• Review current standards and policies.

• Keep records of quality reports, statistical reviews, and relevant documentation.

• Ensure all legal standards are met.

• Assisting the Certification Body Auditors during a third-party audit.

AS A JUNIOR CHEMIST (PLIOT DYER) IN MANUFACTURING:

-A Chinese-owned company, the largest carpet manufacturing company in the Philippines.

MY DUTIES AND RESPONSIBILITIES

From Apr 1992 to Jul 1995:

• I handled the QAQC Department, and I have worked in Tai Ping Rugs and Carpets (Sucat, Paranaque, Philippines) as a Junior

Chemist/Pilot Dyer for (3 years and 3 months).

• A Chinese-owned company is the largest carpet manufacturing company in the Philippines for Local Hotels and Hotels/palaces abroad, like the UAE.

and Saudi Arabia. High-end Residential and Malls.

• I formulate a color recipe using Chroma censor and do the same in actual use of the pilot dyeing machine.

• Dyeing is the process of adding color to textile products like fibers, yarns, and fabrics.
