The main highlight of the project is the construction of the 1.3-km reinforced concrete, cut and cover main tunnel, which has provided smooth flow of traffic between the Sheikh Khalifa bin Zayed Bridge and the existing Sheikh Zayed Tunnel and the Corniche Road. The tunnel will have between four and six lanes in each direction and will be able to accommodate 10,000 vehicles per hour per direction. The project also includes the construction of a 1 km section of 3-lane road connecting the Saadiyat highway directly to Hamdan Street via a 3-span post tensioned, reinforced concrete bridge constructed above the main tunnel approach road. Furthermore, to provide connection to surface roads, 1.2 kilometers directional ramps from the tunnel to Al Mina and Al Mariah Island will also be constructed. Parsons provides project management and construction supervision services in the project, providing full support for the client’s site management team, in addition to performing the role as the Engineer and providing construction supervision services. AED1.3 billion road network development projects in the Mina Zayed area (the main tunnel)

RTA will cater to the management of these parking spaces using state-of-the-art technology devices to ensure a safe and smooth movement of vehicles from and to the parking lots. It will use intelligent traffic signs and manage the parking by a smart system connected to the traffic monitoring Centre to identify vacant slots. Professional Responsibilities
1. Material & Technical Expertise:
Act as the project's technical authority on construction materials, possessing an in-depth understanding of their properties, sourcing, and performance in the Middle East environment.
Conduct rigorous review and approval of all material submittals, evaluating suitability, source reliability, and compliance with project specs (ASTM, BS, AASHTO, ISO, etc.).
Provide expert guidance on advanced concrete technology, including mix designs for durability, sustainability (e.g., GGBS, fly ash), thermal control, and specialized applications (SCC, hot weather, quick-set).
Analytical and statistical evaluation of concrete and asphalt test data (e.g., using control charts, standard deviation analysis) to predict long-term performance and identify trends.
Develop and validate Superpave and Marshal asphalt mix designs, ensuring they meet project-specific traffic, climate, and modulus requirements.
Diagnose and prescribe remediation for defects such as cracks, honeycombing, or segregation, including overseeing crack mapping and injection grouting programs.
2. Compliance & Documentation Management:
Establish and manage the project's Quality Management System (QMS) in line with ISO 9001 principles.
Review and approve contractors' Quality Control Plans (QCP), Inspection & Test Plans (ITP), and Method Statements prior to work commencement.
Perform exhaustive review of all contractor quality submissions, including test reports, calibration certificates, and as-built documentation, for strict contract compliance.
Maintain a master register of all non-conformances (NCR), observations, and corrective action requests (CAR), tracking them through to timely closure.
3. Surveillance, Inspection & Testing Oversight:
Plan and execute a systematic program of surveillance and spot audits on contractor activities to verify adherence to approved methods, materials, and safety protocols.
Witness and hold points for critical activities (e.g., pile driving, concrete pours, post-tensioning, asphalt laying).
Ensure proper sampling and testing protocols are followed for all materials used in roads, bridges, and tunnels (soils, aggregates, concrete, steel, asphalt, geosynthetics).
Provide specialized oversight for pre-stressed and post-tensioned concrete structures, including monitoring of stressing operations, grouting, and corrosion protection.
Issue regular technical guidance and alerts to the project quality team and engineering staff on recurring issues, specification interpretations, and best practices.
Prepare and present authoritative Quality Performance Reports for weekly/monthly construction meetings, highlighting KPIs, NCR status, and areas requiring management attention.
Assist senior construction management in prioritizing and resolving critical non-conformances and quality-related project risks.
Develop and conduct internal training sessions for site staff and engineers on quality procedures, material standards, and inspection techniques.
Foster a research-oriented and investigative mindset within the team, encouraging reference to international standards, case studies, and technical publications to solve complex material or construction challenges.
