Working as “Section Head Site Support Maintenance Services” in an integrated unit named RSI (Ruwais Site integration) under the sponsorship of ADNOC Refining Ruwais. Responsible for maintenance activities which incldes Civil Maintenance, Scaffolding painting insulation, Ultra High Pressure Water Jetting, Vacuuming and Chunk Cutting activities to achieve high performance and effective resource utilization among the participating companies, ADNOC Refining, ADNOC Fertilizers and Borouge.

KEY ACCOUNTABILITIES

  • Lead and develop a team of Engineers/Supervisors along with contractor’s personnel to provide Civil Maintenance support , Scaffolding , Insulation , painting , Ultra High pressure Water Jetting , Vacuuming , Chunk Cutting Services to the participating Companies.
  • Review of safe Working methodologies and plans along with team.
  • Ensure compliance with respective OPCOs HSE procedures i.e. Permit To Work, Method Statements, Task Risk Assessment.
  • Manage the overall compliance of applicable documents and procedures relevant to CMS and procedures of participating OPCOs.
  • Provide inputs to develop contracting strategies to minimize wastage and maximize the opportunity by combining requirements suitable to participating Companies.
  • Organize and co-ordinate pre-award and post-award activities related to assigned section for short term and long term contracts to mobilize the contractor’s resources in a timely manner and fit for the business purposes.
  • Identify short & long-term budgetary requirements to operate maintenance services activities smoothly in line with the requirements of participating OPCOs. Provide budgetary inputs related to the section.
  • Review & preparation of capital and operating budgets by identifying specific items to be included in budget submission. Technical review of bids related to direct capital and operating budget purchase requisitions relevant to the site services activities.
  • · Provide technical solutions to trouble shoot problems in equipment and site activities related to Civil Maintenance support , Scaffolding , Insulation , painting , Ultra High pressure Water Jetting , Vacuuming , Chunk Cutting Services , Heavy Lifting and Heavy equipment maintenance.
  • Ensure the certifications related to Ultra High Pressure Water Jetting, Chunk cutting and Scaffolding Services as well as in line with applicable guidelines and procedures.

Worked as “Superintendent Maintenance Services” in Abu Dhabi Polymer Company known as Borouge (www.borouge.com) Abu Dhabi - UAE, owned jointly by Abu Dhabi National Oil Company (ADNOC) and Borealis of Austria. Job responsibilities involved Identifying & arranging maintenance works beyond in-house resources and need to be contracted out. Co-ordinates with concerned discipline engineers to prepare detailed specifications, scope of work, pricing templates for further procurement and tendering process.

Job Specific Accountabilities

  • Responsible to manage administrate and control the Post award maintenance contracts activities like Time Sheet management, Invoice verification, Procurement of materials , change order procedures , Contract financial status review and control , Contractor’s monthly progress activities reviews.
  • To administer and control all outsourced services, manpower, and equipment related to all maintenance activities.
  • Preparation of acquisition /interface strategy, budgetary requirements and investment plan for future contract requirements.
  • Responsible for full contract cycle management i.e. Preparation of Scope of work, initiation of Contract request, invitation to bid, technical/commercial evaluation, Clarification on bid, Site visits, coordination with procurement till Award of contract.
  • To prepare and issue minor services orders for vendor consultancy and troubleshooting services.
  • Coordinate alignment with the PMT (Project management team) on project control administration needs, objectives and requirements.
  • Involves in overall management ,administration and control of all contractors at site, which includes work follow – up, maintaining records of performance for recording Key Performance Indices KPI’s), back-up documents for invoicing, personnel attendance and equipment availability etc. Participates in arranging/conducting site visits of contractors and ensuring correctness of invoices / supporting documents.
  • Contributes in preparation of budgetary estimates of contracted out services for input to annual budgets, controlling and monitoring contract expenditures and provides information on actual costs versus budgets for management review. Suggests cost control measures.
  • Administrates, coordinates and ensures the engineering changes control process, which includes liaison with engineering consultant, End users, Drawings review process, Finalization of bill of material.
  • Assists in identifying Project works i.e. Feasibility Study, FEED, EPC etc. services suitable for contracting out and in preparation of detailed technical specifications and scope of work thereof. Managing the preparation of budgetary estimates for contract works, monitoring contract costs, evaluating contractor performance and periodic reporting. Participates in work directions to assigned outsourced manpower in carrying out project works. Assists in implementation of Company’s HSE rules & procedures for consultants/contractors.
  • Assists in the development and implementation of contingency plans to mitigate issues that may have a negative impact on the contracts deliverables.
  • ACHIEVEMENTS :-
  • Established all long term maintenance support services contracts during years 2011-2013 e.g. Supply Manpower, Scaffolding/Insulation/Painting, Facilities/HVAC Operation & Maintenance, Workshops and Heavy Equipment Operation & Maintenance worth USD 160Million approx.
  • Initiated Master Service Agreements for maintenance of Capital Equipment i.e. Extruder Packages, Compressor & Turbine assemblies and other critical E&I packages.
  • Formulated various Long Term Service Agreements (LTSA) covering all disciplines E&I/Mechanical/Operation/Lab on call-out basis for on/off Site support services e.g. mechanical seals repair, online leak repair for metallic/nonmetallic piping systems and vendor support for DCS/ESD systems.
  • Executed overall contracting & procurement activities for two (2) major Turnaround (TA) cycles during years 2012/2013 and 2016/2017 which includes 2 major contract packages Static & Rotating equipment maintenance services and 65 other service contracts for vendors/OEM consultancy and various Electrical & Instrumentation (E&I) jobs, total worth of one (1) TA cycle is approx. USD 50Million.

Job Specific Accountabilities

  • To establish an Interface Contracting Strategy, detail Acquisition Plan, and contract’s budget concerning Borouge 1, 2 and 3 baseline contracts requirement in view of the corporate core competence future development and planned availability of internal resources.
  • To lead a team of five (5) Contract Engineers, two (2) Contract Supervisors, Contractor Safety Coordinator and Document Controller to provide support on various pre-contract activities like: coordination with user department in preparation of contract request, detailed scope of work, specification, drawings, pricing templates, technical evaluation criteria, special conditions, etc, as a complete tender documents package for Purchasing Dept to initiate the tendering stage
