Job Objectives: Supervise and direct the Support and Assistance Office, taking full responsibility for achieving the office's goals. Ensure the office delivers the highest level of performance and submit unified reports on all activities related to the Support and Assistance Office to the Sub-Municipality Center Manager.

Duties and Responsibilities:


Administrative Role:

  • Conduct periodic evaluations according to the approved HR system.
  • Review all periodic reports prepared by employees and ensure they are completed within the specified timeline.
  • Monitor compliance with approved standards through inspections and periodic reports, making appropriate decisions to correct or compensate for errors or shortcomings.
  • Maintain the confidentiality of information obtained by virtue of the position.
  • Supervise office activities to ensure they are carried out effectively, accurately, and on time.
  • Protect office assets and maintain their security.
  • Prepare the office's budget estimate in coordination with the department manager or direct supervisor.
  • Monitor expenses within the administrative unit under responsibility.

Organizational Role:

  • Identify required skills and knowledge areas, ensuring that all office employees receive the necessary training to develop their skills through specific training programs in collaboration with the HR department.
  • Ensure sufficient staffing levels to handle all office-related tasks.

Functional Role:

  • Apply authorized powers according to the approved authority matrix.
  • Ensure coordination with the HR department in the main municipality concerning all HR activities and follow up on the outcomes of the HR committee for sub-municipality center employees.
  • Ensure the annual performance evaluation of employees in the sub-municipality center is conducted, review the evaluation results, ensure the development and implementation of training programs, and prepare career development plans to enhance employee competencies and skills.
  • Oversee all activities related to the maintenance of the center, coordinating with external maintenance contractors to carry out necessary maintenance works and ensuring safety and security measures are in place to protect the center's assets and staff.
  • Oversee all procurement activities in the center, ensuring that all equipment, materials, and supplies meet the required specifications in coordination with relevant personnel in the main municipality.
  • Ensure the collection of financial data from the centers to prepare and distribute annual and/or quarterly financial reports, ensuring compliance with municipal regulations, professional standards, GAAP, IFRS guidelines, and applicable financial and administrative laws and regulations.
  • Ensure the collection and analysis of business requirements from users in the sub-municipality center departments.
  • Continuously coordinate with the main municipality to provide all support and assistance services to center employees.
  • Submit periodic reports to the sub-municipality center manager.
  • Perform other related tasks assigned by the sub-municipality center manager.
  • Achieve all strategic/operational performance indicators for the organizational unit according to set targets.
  • Ensure that accounting entries for payments are recorded in the general ledger, adhering to municipal policies, procedures, activities, and laws, and ensure the preservation and archiving of payment documents and their original attachments in coordination with the accounting department in the main municipality.
