- Duties and Responsibilities:
- Read and interpret correctly Tender Documents including conditions of contracts, specifications, drawings and preamble to Bill of Quantities for projects that are unique in nature or where new Work Breakdown Structures are required to be devised
- Raise queries to the client/ consultants for any discrepancy in the tender documents
- Attend the site visit for a tender and submit report on findings to the contracts manager
- Extract or direct the extraction of the actual quantities from the tender drawings and compare them with those stated in the Bill of Quantities and report any discrepancies
- Raise enquiries for quotation for both local and overseas suppliers and subcontractors as required
- Follow up the suppliers/sub-contractors for quotations
- Coordinate with the procurement department for requirements for new materials / sub-contractors
- Establish all the relevant prices for items in the tender either thought the database in the Procurement, and Engineering Departments or by using rates from quotations received
- Provide full support for the preparation of technical submittals at the tender stage
- Devise and compile the work breakdown structures to be used for estimation
- Attend to queries relating to all aspects of the contract during the tender and execution stages
- Provide full support to the planning engineers in preparation of program for the tenders and for projects under execution
- Conduct training for the new and junior staff in department
- Upon the award of job, direct the preparation of the Bill of Material and list of works and activities that were envisaged at the tender stage for execution by subcontractors
- Review and assist in the rate build up for new items/ variation orders on the running projects
- Provide assistance to the planning section in understanding the rates used at the tender stage for the Work Breakdown Structures(WBS)
- Provide assistance to the procurement section in explaining the dry rates used in the tender estimate for jobs awarded
