Procurement - Main duties
Under the Agency Franchise Development (AFD) direction and consultation, and the collaboration with the Country Coordinator and Team work on developing the proposed annual work plan and based on the project document and the requirements definition over consulting various stakeholders and project partners including Government Line Ministries, UN agencies, International Organization, NGOs, CBOs and Bidders for developing eighteenth tentative procurement plan for the AFD final review and No-Objection.
Following the standards of procedure, AFD Procurement Guidelines and International Good Practices developing Call for Proposals, Request for Quotations and Invitation for Bids for the national bidding and international tendering procedures harmonized with the procurement thresholds and ensuring all the bidding process and its concerning are properly being followed and met.
Under the AFD Procurement Guidelines being responsible for selecting the solicitation methods and the procurement strategies, bidders data base & sourcing techniques, developing the terms of reference TORs, for building the bidding documents for hiring consulting firms, freelance experts and professional consultants for implementing the various consulting activities and services ie Base line Study, Situational Analysis, Research Papers, Trainings, Auditing…etc contracting bidders, monitoring deliverables, measure and validate the expected result with the line evaluating panel.
Developing a Request for Expression of Interest REIO, Invitation for Prequalification IP & Request for Qualifications RFQ for contracting consultants those contribute in designing the technical requirements (Specifications, Drawings, SOW & BQL..etc) to the Site Adjustment for land use, land rehabilitation, water catchment, harvesting techniques, artesian infrastructure drilling & excavation interventions and contracting qualified works construction firms over Invitations for Bid for securing and implementing the woodlots and tree planting activities against the workplan.
Receiving submissions, and with the Tender Opening Committee work on screening and evaluating proposals and selecting the qualified bidder and ensure they are correspondingly executed as compliant to the solicitation document, negotiating & bargaining bidders, per-award contract negotiations and developing the roadmap for the Contracts awarding.
Work on developing contracts with various vendors and secure advantageous terms for the risk management and the commitment to sustainability and ensure contracts are well prepared in accordance with the TORs, and bidding requirements, awarding contracts for goods, works, plant, non-consulting and consulting services and sub awardees, and ensuring the expected deliverables, versus payment schedule and timeframe are consistent after final panel reviewal and receiving the Donor No-objection accordingly.
Administration - Main Duties
Under the AFD procurement guidelines work with the resource panel on screening and developing the requirements of needed jobs for new recruitment, publish and notice vacancies, receiving and evaluating applicants' submissions, evaluating, selecting and recruiting the successful applicant and awarding the recruitment contract after receiving the Donor No-objections.
Developing administration manual that for guiding and governing recruitment, HR management, capacity development, personnel code of conduct, personnel national & international travels, delegation of project staff, staff duties & responsibilities, personnel well rights and benefits, activity implementation timesheet, mission trips, performance appraisal, organizing conference & events and administering office supply and facilities.
Developing HRM manual and code of conduct in close collaboration with the Top Management under the Labor Law & the AFD rules with technical supervision of the state unit coordinators pertaining procurements and administrative procedures direct supervision of procurement and administration assistants and supporting staff as the HR management procedures.
Launching Phase of the Project
Contribute with Project Implementation Unit PIU on establishing the Project Implementation Manuals PIM and Project Implementation Plan PIP, Mid-term Review and Final Evaluation as the exit strategy.
Consulting with the top management and the financial management team for the definition of foreign financing drawdowns and funding allocation consistent with workplan.
Financial Management
In close collaboration with the Project National Coordinator and with the finance manager ensure the financial management procedures and procurement rules are being followed according to AFD Procurement Guidelines and the approved financial policies.
Reporting Management
Timely preparing and submitting the Procurement Progress Report (PPR) and prepare the required presentations for the joint mission progress implementation.
Hierarchical and functional links
The Procurement and Admin Manager under direct responsibility of the Project Country Coordinator based in Khartoum.
Contribute on developing strategies could enable monitoring, evaluation and learning procedures for the FNC's national program, afforestation and reforestation and through a consultative process for developing monitoring and evaluation plans working under the direction of the MEL Director, and working closely with the MEL team and program staff.
In collaboration with the Monitoring, Evaluation & Learning Manager, support planning, designing and implementing the Monitoring & Evaluation activities and other learning & capacity building programs as required and prepare required documentation reports.
Undertake periodic field visits to review the progress implementation, collect data from the local partners, consult the indigenous people develop the statistical monitoring tools and update the result framework accordingly.
Collecting routine data base, measuring outcomes, developing the means of verification& the Key Performance Indicators, identifying gaps and take the corrective action course to bring-about best practices and the lesson learnt mechanism.
Contribute on the design, implementation, and ongoing revision of the program's MEL system ensuring that it adheres to FNC's national guidance and meets the needs of the program for learning, analysis, and reporting procedures.
Collaborate with key partners of local communities and experts over monitoring and evaluation, screening the status, identifying and analysing existing gaps, providing and updating regular reports.
Prepare briefing papers when needed and help, identify, analyse and synthesize lessons learned from program implementation and ensure lessons and best practices are incorporated into future activities.
Support task management and prioritization across the Monitoring, Evaluation & Learning team and perform other tasks as assigned by the Monitoring, Evaluation & Learning Director, field team, and/or chief of party or his/her designate to ensure efficient and smooth MEL support.
Contribute in management in program-level evaluation efforts, including the development of research efforts that examine higher-level outcomes and utilization of external resources and provide recommendations for activity-level or program direction or re-direction, as indicated by research and data analysis.
Contribute, supervise, train, and mentor Monitoring, Evaluation and Learning team members, and organize training and learning events to build broader staff capabilities to support MEL efforts.
Building partner capacity around MEL concepts, tools, and processes, adaptive management, and training to determine performance indicators and provide input and assist on procurement of MEL third-party services and/or support management and oversight of third-party MEL services, as needed.
Work for assisting to the REDD+ national institutional arrangement, developing communications and facilitate coordination with line ministries, governmental institutes, UN agencies, international organizations, resource persons and other experts for their track of outstanding deliverables for REDD+ readiness preparation proposal.
Work in organizing more than two hundred workshops and events within the REDD+ secretariat for facilitating to the REDD+ readiness studies against the international framework of REDD+ desk under the donor structure.
Assist in developing procurement plan, setting terms, conditions and specifications, Request for Qualifications RFQ, Request for Quotations RQ procuring supplies, and follow-up supplying procedures to ensure wise purchases of goods and services complying with financial policies to maintain an optimum use of financial resource.
