PRE-ORDER/PROCUREMENT:

• Receive & Review MR Index, & Engineering Purchase MRs document along with associated specification and standards.
• Receive, & maintain Project schedule for tracking MR receivables from Engineering & till close outs.
• Prepare & issue Procurement Planning for all listed engineering deliverables of the Project.
• List down LLIs & Critical Path deliverables for strategizing the procurement plans.
• Receive, comply & implement Project Procurement procedure and Project Execution Plan.
• Prepare & Issue Bidder List for PPM approval prior to RFQ. (Following Client AVL, Contractor Experienced Bidders, FEED supported bidders)
• Draft & Issue RFQ/RFP/RFT to market soliciting potential techno-commercial quotes for review via Sealed bid system.
• Expediting minimum 3 quotes per RFQ, Receive & shortlist quotation wherever more number of response based on techno-commercial assessments.
• Ensure quote contains minimal info. i.e., BOQ Pricing, VDRL & Specification Compliance, Prelim ITP, Deviation List.
• Prepare prelim CBE & issue quotes for Technical/Engineering Review, liaise between ENGG & bidder as primary focal point to close the TCs and deviation with necessary approvals in place till issuance of TBE
• Review quote commercially & raise commercial commercial queries to align the vendor to project and client requirement.
• Obtain Bidders information for Due Diligence checks on their capabilities to execute the job in terms of Engineering/Technical background, Financial health & credibility, HSE compliance & performance, past supply reference, compliance to Human Rights, Anti Bribery, Anti Slavery &
• Review & align the deviation on Terms and condition amicably avoiding risk to the CTR & CPY.
• Secure Guarantees and warranties as required to the interest of the project and client.
• Get Prelim details on Goods GD&T incl. ODC & HAZARDOUS nature of the goods if any to get the Logistics team informed for planning.
• Receive TBE from Engineering & obtain the BEST & FINAL OFFER from technically acceptable bidders.
• Receive Final no regret pricing & prepare final detailed CBE for cost comparison on TCO or landing cost basis.
• Review the Budget & ROS, accordingly negotiate with bidders on final landing cost, guarantees, warranty, payment terms, delivery terms, LD, critical documentation, major sub vendors, availability of their factory premise to handle the job in timely precise manners.
• Ensure the bidder and manufacturing facilities are not in the sanction listed countries of the client or destination country.
• Issue CBE & Recommendation Note of approval recommending techno-commercially complying bidder to award PO.
• Record & archive the all the correspondence for audit trials. Receive & file the approved CBE and Approval of recommendation to proceed PO.
• Ensure the receipt of IFP MR & Document, then draft & review the PO inline to TBE & CBE/Approved recommendation. Issue the Purchase Order for approval/signature.
• Issue the approved PO to vendor along with IFP MR & associated documents. Follow-up with vendor on clear Order Acknowledgement for further post order/expediting activities.
• Prepare, review/update & issue Procurement Status Report (PSR) from inception of MR till order release & acknowledgement.
• Attend Progress review meeting with stakeholder to update status & address any issues requiring escalation or management intervention.
• Prepare, review/update, & maintain cost saving register to track the negotiated savings and savings against the budget.
• Prepare, review/update & maintain the Procurement Risk Register for possible risks like foreseen variations, delays, geopolitical situations & crisis.. etc

POST ORDER / EXPEDITING:

• Agree & arrange KOM with supplier and key project stakeholders, to align on the order execution, priorities, procedures, documentation, inspection processes.
• Agree key documents like, VDI/SDI, MFG. Schedule, Sub Order Index, ITP, Quality Plan, WPS/PQR, GAD & Datasheets submission date & receive the same timely manners from supplier.
• Prepare & agree expediting strategies and plan based on criticality of the Purchase Order incl. required number of field expediting and requirement of residential expeditor or inspector if any.
• Agree Progress Review meeting & Monthly progress reporting with supplier for required control on order execution.
• Schedule & execute Pre-Inspection Meeting if any based on surveillance grade requirements prior to start of manufacturing.
• Liaise between Vendor & Engineering incl. QA/QC for approval of key documents to start production & manufacturing.
• Ensure the placement of Major Sub Order from supplier & proofed with sub supplier's acknowledgement.
• Get the firm & tidy schedule after approval of key documents or manufacturing clearance.
• Review & monitor the progress inline to schedule, to foresee any possible delays to put-forth required expediting measures.
• Ensure & align required intermediary inspections as per approved ITP incl. FAT and final inspections.
• Receive and direct the Bank Guarantee (ABG/PBG/PCG) from supplier as required by PO to finance team.
• Ensure the completion of payment milestone as agreed to receive and review the milestone completion certificate along with draft INVOICE for payment release.
• Prepare, maintain & issue the cash flow register of the project as per agreed Payment milestone % and forecasted date of payment realization.
• Prepare, review, maintain and issue the Expediting Report for PMT review and monitoring.
• Prepare Lesson Learned Register for the challenges, surprises and difficulties faced during project execution.
• Attend Progress review meeting with PMT & address/escalate the outstanding or long pending issues affecting the progress of the order.
• Ensure timely issuance of order amendment wherever required to continue the flow of Purchase order execution as necessary.
• Ensure the completion of all documents listed in VDI are approved status prior to IRN/SRN incl. SPIR form, MRB Index, IOM & MRB.
• Prepare & Issue IRN post final inspection and receipt of clear inspection report from inspection agency.
• Expediting the final packing of goods, ensure the packing and marking are done inline to PO requirements via photos.
• Receive and review the despatch documents like draft PL, Shipping Invoice, BOL/AWB as per agreed incoterm. Liaise with Logistics for vetting the final shipping documents.
• Prepare & Issue SRN to supplier & ensure or confirm the delivery of goods to agreed point and delivery terms of the PO.
• Ensure the required hard & soft copy of document materials associated with the order are delivered as required by PO terms.
• Review the supplier performance rating & record the same in ERP module against the supplier for future.
• Ensure the title transfer and Lien waivers as required by contract or client for final close out.
